You can tell because it's extremely on model, the red line for SpongeBob's hat is dark and airbrushed (normal animation has solid and faint colored lines), and the FPS is low. All the black lines are also the same thickness.

what is the artstyle of the rest of the episode?

Sailorcube

I disagree, for me that season is Season 2.

I think almost every episode from season 2-3 look like they're from 2001.

Episode from really bad dot crawl look like late 90s digital animation (Frankendoole, Sailor Mouth and Krusty Love)

The Sponge Who Could Fly and Pranks a Lot look like they're from 2003.

i think pizza apple means the atmosphere feels like SpongeBob, not how the episode looks

Patrick ironically acted like his pre-movie self when he had the beard
I love Squidward's School for Grown-Ups, it's so cute when Patrick tries to be more grown-up and they pull off the dumb post-movie SpongeBob personality very well, he's dumb but loveable. It's an great example of an episode that doesn't have a lot of pre-movie characteristics, but is fun to watch anyway. It shows that the new writing style introduced in the post-movie era with dumber characters can make great episodes. Sometimes I'll chose a Season 8 episode over a Season 3 one because sometimes I just wanna see the dumb post-movie SpongeBob.
