That's actually quite useful, I think. I hadn't noticed that myself - thank you very much. Still, it's not just the unibrow, but also the way it changes with his expressions - I don't have an episode with him that's readily available for reference purposes.

I'm pretty sure they can, in the way Squilliam does, cause its the facial muscles that control the brow.
