Now that you mention it, I'm kind of surprised none of the characters actually notice that they're being watched... :shiftyninja:

Maybe he's a journalist. Either that or he went down to sea so he could stalk fish without getting arrested again. :ninja:
 
Wow, you guys are coming up with some pretty dark theories on this topic. And I'm never going to believe any of them. I just like reading them for fun, I guess.

But seriously, how about the Narrator of the Powerpuff Girls? Is he stalking them? By the way, he's played by Tom Kenny too. :)
 
The French narrator is Jacques Cousteau. He's making documentaries about the undersea life, stumbling upon Bikini Bottom in the process. He was so astonished that he started stalking everyone in Bikini Bottom, documenting their lives, particulary the creature that amazed him more than anything else, a talking kitchen sponge. He then told everyone about this, coming up with the undersea documentary named after his fave creature, the talking kitchen sponge. Sadly, everyone thought he was mad and assumed that the show is just a cartoon. So, he decided to just avoid the people on earth by shrinking himself and started working in an undersea restaurant as a pianist.
