It could possibly be a jelyfishing net too, but from the shape of the circle on the wand, it looks like a bubble. OT but I totally want to see SB use his hero bubble powers to bring the owner of the Thug Tug from the first movie to his knees and realize double bubble blowing babies are not lame. :shiftysponge:

I wonder what the context is. It's pretty funny. Maybe he's trying to blend in with the rioters and failing miserably.
