In my opinion, it was Billy Mays. Whenever I think of infomercials, I always think of him because his voice had carried through.

Vince uses camera tricks, too. In the ShamWOW! commercial, he uses the ShamWOW! on a spill he made on the carpet. You can see, when he uses the cloth, that the mess is gone before he even touches it.

Either way, both Billy and Vince are good. I'd have to agree with Laura. :P
