Yeah strange how in America he has a deep voice. But in Japan he has a female voice.
That's the unlicensed Arabic dub. Fortunately, there's a licensed Arabic dub.
Plankton's Japanese voice actress, Chie Matsuura, notably doesn't try to match the tone of his English voice, so as a result he sounds like an anime girl. She's also Sandy Cheeks' Japanese voice actress, and has voiced both characters since the third season.

Don't get me started on the Indonesian censorship. Sandy's bikini is blurred, and I think the episode "Someone's in the Kitchen with Sandy" got banned because of how much screen time it (the bikini) got.

if it was an official dub they could have asked Nickelodeon to edit the scenes. or at least contact an actual animator to help
