Why did it take so long for a movie sequel to happen?

My brother was talking about movie sequels and he mentioned films that get sequels YEARS after the original

I immediately thought of Sponge out of Water

(and the upcoming third movie counts as well)

From the release of "The SpongeBob SquarePants Movie" to SooW, it took 11 years

From the release of Sponge out of Water to Sponge on the Run it will take 5 years, assuming the current date holds

Why do these movies take so long to make?

Could production issues play a part in this?

A lot of it has to do with marketing and company issues. Sometimes, the company just does not feel it's the right time to produce a sequel and chooses to wait.
