What exactly is an "electroenceplograph"?

I was watching ABC's reboot of Who wants to be a Millionaire and one of the questions was about an electroenceplograph which I have heard of from SpongeBob

One episode mentioned that Karen was a W.I.F.E and the E was that long name I don't know how to spell

So does anyone actually know what this is?

And what episode did Plankton say this?

Encephalo is a word descended from ancient Greek, meaning brain. An electroencephalograph is more commonly known as an EEG, which you may have heard of before. It records brain waves, and it's generally used to diagnose neurological disorders such as epilepsy, or to examine the sleep cycles of a patient (though there are many other potential uses, and ongoing research into new applications).

Don't know about the episode, though. Anyone?
