No, it's not. In order for something to be wet it has to be "covered or saturated with water or another liquid". Water itself can't be covered nor saturated with any liquid - it is that liquid.

Yeah a single H20 molecule isn't wet since the states of matter are defined by their intermolecular bonds

one single is humid

But normal cup of water is wet and is wetting

That said the "water isn't wet" opinions are hilarious
