Is Bikini Bottom the worst place to drive in?

Certainly :P as well as that, a lot of their roads only seem to be wide enough for one vehicle to drive along
 
there is way worse,
there's a show called don't drive here
and the host goes to countries where it is bad
to drive there
 
I'd say so, the accidents alone make it a dangerous place to drive. I don't think Spongebob can be called a terrible driver because of this, since he gets nervous when driving.

As for the drivers themselves, my initial thought was to blame Mrs. Puff, since hers is the only boating school in town that we know about. However, we know from SpongeBob's struggles to get a license that she isn't exactly lenient, so we can't accuse her of passing bad drivers. (In fact, she's so concerned about keeping bad drivers off the road that she set up an organization dedicated to it.) Maybe there's another, terrible boating school we don't know about. Or maybe boating school just doesn't provide enough experience to navigate the confusing and poorly policed streets of Bikini Bottom.
