It's this page. You get there by going to SpongeBob -> Episodes, and there's a "View By:" at the top. "Member Ratings" is what you click to get here.

when you go to a episode's page unless its a episode that hasn't came out yet right next to the rating button theres a bunch of jellyfish showing what the rating of all of the people that voted and you can touch a jellyfish and it makes it your rating it either increases or decreases the rating of the episode in the entire website
