I started binge-watching Rocko's Modern Life so I am going to share my opinions on every single episode

Short scale will be used:
GOOD
MEH
SCUMOCKO (Like SCUMBOB but instead Scum-Rocko making it ScumOcko)

Season 1:
A Sucker for the Suck-o-Matic: GOOD (Great pilot)
Canned: GOOD (Kinda reminds me of SpongeBob You're Fired only better)
Carnival Knowledge: GOOD (Heffer was button-pushy but good episode!)
Sand in your Navel: GOOD (HOW DARE YOU!!!!!!!!!)
Jet Scream: MEH (This one was funny yes but also kinda slow)
Dirty Dog: GOOD (Gary Takes a Bath only better)
Keeping Up with the Bigheads: MEH (Introduced Mrs. Bighead who is a good character and all but she was introduced in one of the most boring episodes I have ever seen)
Skid Marks: GOOD (Not much to explain)
Power Trip: MEH (This episode is Filburt's first Major role he is likable... But Rocko wasn't also this one was creepy)
To Heck and Back: GOOD (This is the best one of Season 1)
The Good l, The Bad, The Wallaby: GOOD
Trash-O-Madness: GOOD
Spitballs: GOOD
Popcorn Pandemonium: GOOD
No Pain No Gain: GOOD (Production order debut of the Chameleon brothers they are funny)
Who Gives a Buck: GOOD
Cabin Fever: GOOD
Rinse and Spit: GOOD
Rocko's Happy Sack: MEH (Funny but a bit boring)
Flu-In-U-Enza: MEH (For most part it's entertaining but it contains Rocko Torture in one scene)
Who's For Dinner: GOOD
Love Spanked: GOOD
Clean Lovin': GOOD
Unbalanced Load: GOOD
Leap Frogs: GOOD
Bedfellows: MEH (This one was funny but Heffer was a jerk)

Good season I will try to find a tier list this on Tier maker
 
I've only seen a couple of episodes of this show, and I think both of them were on one of those Nickelodeon Out Of The Vault DVDs several years ago. But if the show is really good, I might check it out again.
 
Season 2:
I Have No Son!: GOOD (This was a funny one packed with humor)
Pipe Dreams: GOOD (A bit boring but funny)
Tickled Pinky: GOOD (The plot was gross but I actually kinda laughed at this one a couple of times)
The Lounge Singer: GOOD (One of my favorites of season 2)
She's The Toad: GOOD
Down the Hatch: GOOD (One Spunky's best major roles)
Road Rash: MEH (As far as I know this one was entertaining but flat on jokes)
Boob Tubed: GOOD (I HATE THAT INNUENDO! But i actually kinda liked this episode)
Commuted Sentence: GOOD (A bit weird but actually pretty enjoyable)
Rocko's Modern Christmas!: GOOD (BEST EPISODE OF SHOW)
Hut Sut Raw: GOOD
Kiss Me, I'm Foreign: MEH (I thought Rocko marrying Filburt was a bit weird and I didn't the the jokes about being deported but it was overall a disappointment and it meh)
Crusin': GOOD (One the funniest episodes ever)
Born to Spawn: GOOD (Filburt was a very funny character here)
Uniform Behavior: SCUMOCKO (The first ScumOcko episode here is a little episode called "Uniform Behavior" this is not only unfunny and creepy but has many jerky Heffer moments)
Hair Licked: GOOD
Gutter Balls: GOOD (I like Bowling in general so this was easily an excellent one for me)
Junk Junkies: GOOD
Day of the Flecko: MEH (This one was creepy but Rocko was at least funny because he just wanted to GET SOME SLEEP!)
Snowballs: GOOD (Similar to Carnival Knowledge Heffer was button-pushy but this was still good. Basically the Carnival Knowledge of Season 2)
Frog's Best Friend: GOOD (But I don't like the ending because Mr. Bighead got a treatment that he didn't even deserve)
Short Story: GOOD (Here's to another funny one)
Eye Capades: GOOD (Stupid plot but it was funny Highlight: Filburt explaining to Rocko that wearing glasses isn't so bad THAT SCENE WAS SO FUNNY)

Good Season

Best episode: Rocko's Modern Christmas
Worst episode: Uniform Behavior
