Recess is not a Nickelodeon property, so your point is not valid here. What made Doug special, was that it was owned by Jumbo Pictures and half of it was distributed by Nickelodeon/Viacom and half was distributed by Walt Disney Television. The Disney seasons have a few episodes missing that might be locked inside the Disney vault, including some Quailman episodes.
