Well there are two answers to this.
#1: Narlene and Nobby might of left Spongebob and the Gang when they aged
#2: They weren't thought of as a Idea until Kamp Koral was in development (but they might appear in the newest episodes of the main series)

Well, we know that Kamp Koral takes place before the parent series but that DOES raise some questions about why Nobby and Narlene are there to begin with...

Probably because they live somewhat near Kamp Koral, however for Bikini Bottom, most likely not, depending on how far away Kamp Koral is from bikini bottom, or if it is in bikini bottom at all.
