I know this is pretty off-topic but what causes a animation smear and how can you find one and get a good screenshot of it?

Smears are done on purpose by the animators in order to make the animation move more fluently.

You can find them easily if you have a software that allows you do go frame by frame. I know Adobe Premiere can go frame by frame and take screenshots, if you wanna use that.
