I enjoy these folks a lot: youtube.com/user/adamantditto
They even reference SpongeBob sometimes! However one of them said No Weenies Allowed was a terrible episode (thankfully someone else defended it) and they hate Gen III for NO REASON, but I really enjoy them, you can tell it's just a bunch of genuine friends playing or discussing games and having a good time.
How about you? By "overlooked" I probably mean no more than 25K subscribers.
This guy by the name of Jckdupp has a channel that I visit quite often. It's how I get a lot of my daily jazz fix and sometimes has a lot of stuff up that I've never heard before (like if I really like something he posts and I hadn't heard it before, i'll be more likely to look up the whole album on Spotify and listen to it). It's pretty cool. MusicProf78 and cdbpdx are also great sources if I wanna hear more obscure old music and there are several other vintage music channels on YouTube that I think are excellent as well that deal with other genres of music on vinyl.
After looking through all the YouTube users I'm subscribed to, here are ones that I think are overlooked while meeting the under 25K subscriber requirement:
SpongeBuddy Mania (subs: 24): More people should know about this awesome website and podcast.
JazzyPastry (subs: 504): A collaboration Minecraft Let's Play channel run by Pieguyrulz and Saxman. Notable for being the only Minecraft channel I've watched.
astralbee (subs: 695): British musician who does great covers of They Might Be Giants and other artists.
perfect10reviews (subs: 1,166): A fairly amusing online movie critic who did an excellent tearing apart of the Fred Movie. Unfortunately, he hasn't uploaded a new video in over a year, so don't expect much content from him.
NecroCritic (subs: 1,443): Another movie critic, this one with more of a metal edge. Also hasn't uploaded anything in about a year.
Velocities in Music (subs: 6,197): I found these guys while searching up They Might Be Giants album reviews and they're really great music reviewers. Their style is less formal than someone like the Needle Drop's, but they still have the technical lingo down and share a great chemistry and camaraderie with each other.
lemurboy123 (subs: 8,318): The man responsible for all those great SpongeBob SFM shorts we've shared and laughed at here in the past. Many thanks to Cha for letting us know of his existence.
NekuRemix (subs: 8,437): Does awesome mashups of cartoons to create "Let's Plays" with them playing Slender.
PIEGUYRULZ (subs: 8,463): We all know who this guy is, but he's not as well known as some other reviewers on YouTube, and he still fits the under-25K requirement, so...
MasterOfZoroark (subs: 14,662): Guy who makes amazingly-edited and hilarious YouTube Poops, if you're into that stuff. WARNING: May contain ponies.
raysipeladygaga (subs: 20,926): If anyone remembers who Wesley Willis is, this is him for the Internet age. Objectively, the repetitive songs Ray Sipe makes with basic riffs from a store-bought keyboard and simple but surreal lyrics are terrible, but they always bring a smile to my face.
AwfulFawfultheFalafle (subs: 21,662): Another YouTube Pooper, but this one tends to go into more of a surrealist horror-comedy (read: creepypasta) direction with a great, IDM-inspired soundtrack. The warning about ponies still applies here.
ParticleMen (subs: 23,515): They Might Be Giants' official YouTube page. Go listen to them NOW.
tvfactoryguy (subs: 19): Just about the coolest guy ever. :P
Jerma985 and Star_, two of the most underrated youtubers ever. They do a bunch of tf2 videos together (as well formerly GTA IV) on top of a bunch of random games.

Technically he's NOT a youtuber, since most of his videos are on his blip page, but underrated he is.
